The Joylan Islands, Spain*****'s last remaining colony, will receive its independence on January 1, 2012. You are currently the provisional Prime Minister of the island nation and the head of its Constitutional Council. Your job is to recommend any appropriate form of government for the newly independent country as well as the economic policies it should pursue. Compare the political institutions and economic development strategies pursued in the UK, Germany, Russia,Mexico, Singapore, and Nigeria to analyze the pros and cons for Joya, in comparison to the one you choose.

The Joyan Islands are located off the southern coast of Venezuela,The largest island, home to the capital Dirdam, is called Rubi and is populated by Catholic, Spanish speakers mainly of European decent. The island has a mine rich in rubies. The middle sized island is name Esmeralda and most of its population is mixed Indian European decent: people speak spanish but practice traditional regligon. This island features a mine full of valuable emeralds. The smallest of the islands, Zafiro, has a mainly Amer-Indian population which speaks the traditional language and practices a traditionall religion. The island has a mine of high quality saphires

Most citizens make their living fishing or working mines. The annual GDP per capitial is $2000 (similar to Nigeria) Miners wages are low and there are no unions: education and literacy levels are are low and over rates are high. Mines belong to international mining company, DeWine*****'s and most top positions are held by foreigners. However on each island there are Joyan prominant families who have been given high paying jobs in exchange for loyalty to Spain and DeWine*****'s. They are paid large salaries in exchange for thir loyalty to Spain and children have been educated at Spanish universities. the global economic downturn has driven down the price of precious gems sich as those from Joya. There is no tradition of meritocracy in the civil service an no industry on the islands.

Now, you are a Spanish speaking Catholic from Dirdam on the island of Rubi and come form one of these wealthy families. You were educated in Spanish as was your wife. You hope your 4 kids wil folow your footsteps. Before becoming a full time politician you were a high ranking manager in the ruby mine. wo you are head of independence party; the party has members from all three islands and it won 8 percent of the vote in the last election. The islands provisional government is a parliamentary system with King Juan Carlos of Spanis as the Head of State. You are the Prime Minister and have a single party cabinet.

Given these facts, your Constitutional Council needs to make recommendations for the future of the Joyan Islands:

What system of executive-legislature relations should the country have (presidential, semi-presidential, or parliamentary)?

What should the territorial arrangements be (unitary or federal)?

What electoral system should be used (PR, plurality, majority, or mixed)?

Would you recommend that the country remain agriculture or pursue industrialization? If you prefer to do the latter how would you go about it.

How should economic policies be made: that is what role do you envision for unions, businesses and or the state?

What type pf economic development strategy should be followed to rebuild the economy--communism, ISI, a combiniation of nationalist/liberal policies like Singapore or contemporary Russia, or a very liberal strategy like Mexico post 1994?

DeWine can only operate with permission Will you continue to allow them to continue mining operations or not? If so, will you try to impose any conditions on their activities?
