A critical difference between resource-dependence theory and population ecology models are that in the latter, groups of industries and their development are studied, rather than individual firms.

Finally, institutional theories of firm development stress that organizations have relatively durable models of behavior which are fixed and unalterable. Enactment theory stresses the role of the individual in shaping organizational actions: what seems to be the result of an institutional structure is often, when analyzed more closely, not a product of bureaucracy but of individual circumstances that change over time (Hatch 2006: 85).

What are some of the enacted features of your organization's (U.S. Postal Service) environment and the ways these features are displayed or perceived that might be consistent with one of the perspectives (contingency theory)?

According to its most recently released strategic plan, the U.S. Postal Service is striving to maintain its relevancy in 21st century America by using the resources of the online environment to become more useful and accessible to technologically-savvy Americans. At present, the U.S. Postal Service's viability as an organization is under scrutiny, given the competition posed by online communications, as well as by competitors such as FedEx and UPS. The Postal Service is thus striving to adopt a 'customer first' strategy similar to that of private industry, to ensure that customers continue to use and trust in its services. It has thus introduced various online tracking techniques for packages and letters similar to those adopted by its major competitors. The Post Office's development has been altered forever

because of changes in technology, many of which have been swift and unanticipated, and it must adapt to these changes. This flexibility is not innate within the organization, according to contingency theory, but has been forced because of shifts in the macro market environment. The U.S. Postal Service is not changing because change is inherent to its organizational perspective -- it is changing because it must, due to contingent circumstances.
